Stadium negotiations
In December 2018, the Raiders indicated they would not return to the Oakland–Alameda County Coliseum after the Coliseum Authority filed a lawsuit seeking financial damages. The team then negotiated a lease with Oracle Park in San Francisco, but the San Francisco 49ers refused to waive their territorial rights, vetoing the deal. A brief negotiation to share Levi's Stadium with the 49ers was reportedly rejected as too costly. On February 25, 2019, the Raiders reached an agreement in principle to return to the Coliseum for at least the 2019 season.
Rent for the season was $7.5 million, with a $10.5 million option for 2020 that was never exercised. The Raiders did not receive naming rights revenue from RingCentral, and game-day expenses for the Coliseum Authority were capped. The Coliseum Authority approved the lease on March 15, and the Alameda County Board of Supervisors and Oakland City Council voted in favor on March 19 and 21, clearing all legal hurdles.
Preseason
The Raiders' preseason schedule included a neutral-site contest against the Green Bay Packers on August 22 at Investors Group Field in Winnipeg, Manitoba, with the Raiders as the designated home team. Mosaic Stadium in Regina, Saskatchewan had been another potential site, but the Saskatchewan Roughriders vetoed the proposal, fearing they could not reconfigure the field from NFL to CFL standards in time for their August 24 home game. Shortly before the game, 33 Packers players, including starting quarterback Aaron Rodgers, raised objections to the turf fill used to patch holes where goal posts had been in CFL configuration and refused to play. In response, the league reconfigured the field to 80 yards with the last ten yards on each end converted to end zones.
Regular season
Just days before the season opener, the Raiders released wide receiver Antonio Brown due to conduct detrimental to the team, including a heated argument with general manager Mike Mayock. Despite this, the Raiders opened with a win over the Denver Broncos, as quarterback Derek Carr, wide receiver Tyrell Williams, and rookie running back Josh Jacobs performed well. In week 2 against the Kansas City Chiefs, Oakland took a 10–0 lead but lost after Patrick Mahomes threw four touchdown passes in the second quarter; Derek Carr threw two interceptions in the third quarter. Linebacker Vontaze Burfict was ejected and later suspended for the rest of the season for helmet-to-helmet hits. The win gave Oakland a 3–2 record entering their bye week and improved on their 4–12 record from the previous season.
