Cipher's Organization is the network of Cipher, a criminal mastermind and cyberterrorist who is the overarching antagonist of the Fast & Furious franchise. She blackmails Dominic Toretto into turning on his allies by kidnapping Elena Neves and Brian Marcos, Dom and Elena's son, and it later emerges that she had hired Owen Shaw to steal the Nightshade device and Mose Jakande to steal the God's Eye. Her plan is to hijack a Russian nuclear submarine and launch one of its missiles in order to gain control over the world's superpowers. When Dom defies her on a mission in New York City, she lets her right-hand man Connor Rhodes kill Elena.

In F9, Mr. Nobody's forces have arrested Cipher, but rogue agents free her; she is then captured by the rogue operative Otto and Jakob Toretto. After failing to win Jakob over, she tells them where the last piece of Project Aries, a device able to hack any computer weapons system, is hidden, while she and Otto secretly agree to double-cross Jakob. She escapes once more at the end, when the jet meant to kill Dom bursts into flames and Otto dies. In Fast X her henchmen, blackmailed by Dante, turn against her; she warns Dom and Letty that Dante is coming before Little Nobody takes her into custody.
