The council chamber smelled of beeswax and old parchment. The Chancellor unrolled the latest dispatch from the capital—another noble had been arrested for sedition, another province had refused the tax levy. The King stared at the stability figure in his mind's eye, already one notch lower than it had been at the start of the year. Outside, the bells of the cathedral tolled for the dead. He signed the order to pardon the noble, knowing it would cost prestige but buy back a sliver of the order he was losing. The map on the table showed forty provinces, each a small, ticking clock.
