He steals a butcher's knife from a Chinese restaurant and kills a prostitute, whose body is later found by a tour boat. Detective Eric Visser, a single father raising his thirteen-year-old daughter Anneke, is assigned to the case. He works with his partner Vermeer and an old friend from the river police, John. The killer continues his spree, murdering environmentalists, a salvationist, and a young woman on an inflatable sunbed. Eric meets Laura, a museum guide, and they develop feelings for each other. John is ambushed and killed by the killer. A high-speed speedboat chase through the canals ends in the sewers, where Eric is shot with a harpoon gun but manages to shoot the killer's mask before collapsing.

It was released in North America with a limited theatrical run, grossing $98,003 total. The film's speedboat chase scene, handled by stunt coordinator Dickey Beer and featuring stuntman Vic Armstrong, left lead actor Huub Stapel out of production for three weeks after a crash. Parts of the chase were filmed in the Oudegracht of Utrecht. The film was released on home video in the United Kingdom by Vestron in November 1989.
