Foegele played junior hockey for the Kingston Frontenacs and Erie Otters of the Ontario Hockey League (OHL). He was traded from Kingston to Erie in January 2017 and helped the Otters win the J. Ross Robertson Cup as OHL champions. Foegele received the Wayne Gretzky 99 Award as the most valuable player of the 2017 OHL playoffs. He then played for the Hurricanes' American Hockey League (AHL) affiliate, the Charlotte Checkers, in 2017–18, leading all AHL rookies in goals and being named to the AHL All-Star Game. He was called up to the NHL in March 2018 and scored his first NHL goal in his debut against the Ottawa Senators.

Foegele began the 2018–19 season with the Hurricanes as a winger on a line with Jordan Staal and Justin Williams. He set a franchise record for fastest postseason goal (17 seconds) on April 18, 2019, against the Washington Capitals. In the 2019 playoffs, he tied Erik Cole's 2002 record for most points by a Hurricanes/Whalers rookie in the postseason. The Hurricanes reached the Eastern Conference final, where they were swept by the Boston Bruins. In the 2019–20 season, Foegele became the fifth player in Hurricanes/Whalers history to record two shorthanded goals in a game, doing so on December 14, 2019, against the Calgary Flames. He finished that shortened season with career highs in goals (13), assists (17), and points (30).

After the 2020–21 season, Foegele was traded to the Edmonton Oilers on July 28, 2021, for defenceman Ethan Bear. He later played for the Los Angeles Kings.
