Belak began his major junior career with the Saskatoon Blades of the WHL as a 16-year-old in 1992–93. He became a full-time player the following season, recording a team-high 226 penalty minutes in 69 games. After being drafted by the Quebec Nordiques, he made his professional debut with the Cornwall Aces during the 1994–95 AHL playoffs. The Nordiques relocated to become the Colorado Avalanche before Belak played his first NHL game on December 21, 1996, against the Toronto Maple Leafs. He recorded his first NHL points on October 22, 1997, with a goal and an assist against the Washington Capitals.

Belak was traded to the Calgary Flames on February 28, 1999, as part of a deal that sent Theoren Fleury to Colorado. He spent parts of three seasons with Calgary, recording two assists in 40 games during the 1999–2000 season and leading the team in penalty minutes. He was claimed off waivers by the Toronto Maple Leafs on February 16, 2001. His most productive NHL season came in 2002–03 with Toronto, where he scored three goals and nine points in 55 games while leading the team in penalty minutes. During the 2004–05 NHL lockout, Belak played for the Coventry Blaze of the EIHL, recording seven goals and 17 points in 42 games and being named to the EIHL Second All-Star Team.

Belak later played for the Florida Panthers and Nashville Predators, retiring on March 8, 2011, due to arthritis in the pelvis. He remained with the Predators in an organizational role. Belak was found dead on August 31, 2011, in a condo in Toronto at age 35; police treated it as a suicide.
