Falcone Crime Family
The Roman's stranglehold over Gotham's organized crime.
Carmine Falcone is a powerful Italian-American mob boss and enemy of Batman, often depicted as an acquaintance of the Wayne family. Known in the comics as 'The Roman,' he established a stranglehold over Gotham City's organized crime so complete it was referenced as 'The Roman Empire.' First appearing in 1987's Batman: Year One by Frank Miller and David Mazzucchelli, Falcone controls the mayor, city council, much of the police force, and all criminal outfits. His power was challenged by the arrival of Batman and further weakened during the events of The Long Halloween, where his family became targets for the serial killer Holiday.

Lore & Background
Carmine Falcone's rise to power began decades before Bruce Wayne donned the cowl. In a flashback from The Long Halloween, gangster Vincent Falcone brought his wounded son Carmine to Thomas Wayne for surgery after he was shot by rival Luigi Maroni, fearing a public hospital would not keep him alive. Years later, at Thomas and Martha Wayne's funeral, an adult Carmine told young Bruce that he could always ask a favor of the family. By Batman: Year One, Falcone's penthouse was designed in a Roman architectural style, mirroring his self-image as the city's emperor. His influence extended deep into Gotham's institutions; Commissioner Gillian B. Loeb desperately tried to stop Batman but found himself outmatched. When Batman rescued Catwoman from Falcone's henchmen, she permanently scarred the mobster with her metal claws, marking a turning point in his dominance.
Reader's Guide
The Falcone Crime Family operates as a traditional Mafia syndicate focused on maintaining order and profit through vice industries like gambling and narcotics. Their structure relies on strict hierarchy, with Carmine 'The Roman' at the top, followed by his children: Alberto (who attempted to legitimize the family but was inept), Mario (a businessman seeking legitimacy even if it meant turning on siblings), and Sofia (who took over as boss). They also have connections to Chicago through Carmine's sister Carla Viti and her children, Johnny and Lucia. The family has faced internal strife, such as when Falcone ordered an unsuccessful hit on his nephew Johnny Viti out of fear he might talk, sparking a mob war with Carla that diminished their influence in Gotham. In The New 52, Carmine was framed for mass murder but sought to reclaim his empire after Commissioner Gordon's fall.
