During the early years of the Shadow War, the Psi Corps was manipulated by ancient forces seeking to exploit human potential. They were led to believe they were hunting for a mythical Third Race, unaware that this mission served the Shadows' desire to destabilize Earth from within. Their internal structure became rigid and paranoid, treating psionically gifted citizens not as people but as assets to be deployed or discarded based on utility. As their power grew unchecked, so did their arrogance. They began interfering with political decisions and military operations, often clashing with the station commander of Babylon 5 and Earthforce leadership. The organization's use of mind-wiping technology to silence dissenting voices created a culture of fear among its own ranks. This internal rot eventually led to an insurrection where former members allied with external forces to dismantle the tower and break their stranglehold on society.
