The Syndicate is not a major Frontier-wide criminal network distinct from the IMC or Atlas, nor do they manage the Apex Games' supply chains. The games are organized by the Apex Games corporation itself. Canonically, 'The Syndicate' exists primarily within Revenant's backstory as the entity responsible for his creation and their subsequent failed attempt to destroy him.

The neon sign flickered above the docking bay, casting long shadows across the rusted metal floor. A hooded figure placed a data chip on the table, sliding it toward the buyer without speaking. The air smelled of ozone and recycled oxygen. No names were exchanged; only credits transferred silently through an encrypted channel. In this world, trust was a liability, but the Syndicate ensured the deal went through.

The Syndicate is not a single army but a web of criminal alliances that operate in the blind spots of the Frontier's corporate powers. Their primary goal is profit through smuggling and information brokering. They move contraband tech, rare artifacts, and classified data between planets where regulation is weak or non-existent. Membership varies from independent smugglers to high-level intelligence dealers. Many Legends have crossed paths with them, either as clients or targets of their operations. In the broader conflict, they act as a shadow economy. They do not seek to conquer worlds like the IMC but ensure that trade flows regardless of who holds political power.
