The series centers on six young hopefuls at the Hot Wheels Ultimate Garage Racing Camp: Coop, a boy who dreams of becoming a top racer; Spark, an African-American girl with an inventive streak; Mac, an aspiring stunt driver; Brights, a girl with a robotic prosthetic arm who enjoys photography; Axle Spoiler, the brash son of champion Striker Spoiler; and Sidecar, Axle's best friend. Their instructor is Dash Wheeler, a former champion racer, assisted by a robot named Squeakers.

The main villain is Professor Rearview, a car-hating former camp racer who seeks to destroy Hot Wheels City with various car-themed traps and devices. Recurring characters include Coop's parents, news reporter Speedy Getaway, champion Striker Spoiler, and Professor Rearview's daughter Cruise, who initially races against the group but later reforms.
