The King of Fighters XII was first announced at the Arcade Operators Union Amusement Expo (AOU) 2008. SNK spent over three times longer developing it than the previous game, creating entirely new high-definition hand-drawn sprites to replace those from earlier titles. Producer Masaaki Kukino stated the game was one hundred percent hand drawn, with no cel shading. Each character took 16 to 17 months to complete by a team of 10 designers, led by Nona, who revised them. The arcade version featured 20 playable characters—tied with KOF XI for the lowest base roster in the series (KOF 2003 had 19)—due to half the intended roster being scrapped. While some of these scrapped concepts may have inspired characters in KOF XIII, a direct one-to-one carryover is not confirmed by known canon.
