The film follows Kaiser Belial, who survived his previous battle with Ultraman Zero, as he conquers the planet Esmeralda with his robot armies, the Legionoids and Darklops. In response, Ultraman Zero travels to an alternate universe using a travel sphere created by the Ultra Brothers and citizens of the Land of Light. He receives the Ultimate Bracelet from Ultraseven, which can be used three times as a backup power source. On Planet Annu, Zero merges with a human named Run to conserve energy, as the local suns cannot recharge Ultra beings. Run's childhood friend Nao believes the Shield of Baradhi can stop Belial. The heroes—Run, Nao, Princess Emerana, and the sentient ship Jean-Bird—seek the shield, encountering the Pirates of Flames and their bodyguard Glenfire, who sacrifices himself to destroy a Legionoid squadron. They later recruit Mirror Knight after freeing him from Belial's brainwashing. The Shield of Baradhi crumbles due to age, but the heroes continue their fight. Belial transforms into the monster Arch Belial after absorbing emerald energy, but Glenfire returns with reinforcements, and the final battle ensues.
