Development

Son Işık, a Turkish studio founded in 2004 by a small team of young developers, began work on Kabus 22 that same year, inspired by survival-horror games such as Resident Evil. Development took three years and faced difficulties: the team had little experience, a limited budget, and limited internet access. Because the Turkish tax code did not recognize video games as a distinct product category, the developers could not obtain a tax stamp to legally sell the game; they were suggested to categorize it as a film instead. With no game publishers in Turkey, the game was distributed by the appliance store chain Vestel. It was released in Turkey on Christmas day 2006, with later international releases in Eastern Europe and Russia. In 2019, after rebranding to Motion Blur, the studio released the game for free on their YouTube channel.
