A non-canonical fabrication with no basis in the series.
The Temple Guards are not a canon faction in The Sword of Truth series. No such force exists in the novels; the concept of a 'Temple of the First Commandment' or dedicated 'Temple Guards' is entirely fabricated. The enforcement of law in D'Hara is handled by the D'Haran army, the Mord-Sith, and later the Imperial Order under Emperor Jagang, not by any temple-based guard.

In the actual Sword of Truth series, there is no 'Imperial Council'—the D'Haran Empire under Darken Rahl is a monarchy, and the Imperial Order is led by Jagang the Just. The Mord-Sith serve directly under Darken Rahl and later Richard Rahl, not as part of any law enforcement hierarchy. No Temple Guards exist to coordinate with them. The claim of their role in 'maintaining order during the initial conflicts with Richard Rahl' is false; Richard's early conflicts involve the Mord-Sith, the D'Haran army, and the Imperial Order.
