City Center
A city that looks ordinary on the surface and absolutely unhinged underneath.
The City Center is the bustling heart of the main metropolis in The Eminence in Shadow, where the story's everyday surface life unfolds. It is a dense urban district packed with schools, commercial streets, administrative offices, and the quiet hum of ordinary citizens going about their days—completely unaware of the magical underworld, secret organizations, and shadow-warfare that churn beneath their feet.
For the reader, it is the grounded, almost slice-of-life backdrop against which Cid Kamishiro's absurdly delusional heroics play out. For Cid himself, it is the 'capital of the fantasy world' he believes he inhabits, complete with 'guilds,' 'magic tools,' and 'demonic cults'—labels he slaps onto a city that is, in reality, a modern-ish settlement where magic and mundane commerce coexist in a way most residents barely question.

Lore & Background
The City Center is where the story's 'normal' world lives. Students walk to school, shopkeepers haggle over prices, and bureaucrats file paperwork in government offices. Magic tools are as common as smartphones, and the Magic Tool Association regulates their manufacture and sale with the bureaucratic dullness of any trade guild. To the average citizen, a magic tool that enhances a kitchen knife is no more remarkable than a good blender.
Beneath that veneer, however, the city is a chessboard. The Cult of Diablos plots from the shadows, the Royal Capital's political machinations ripple through civic life, and a dozen unnamed factions compete for influence. Cid, operating under the identity of 'Shadow,' believes he is the mastermind pulling every thread—when in truth most of the dramatic events he 'orchestrates' are either coincidences, the work of other organizations, or the natural consequences of his own clumsy interference that he then narrativizes as genius strategy.
The City Center is also where Cid's duality is most visible. By day he is a quiet, unremarkable student blending into the crowd. By night—or rather, by the time he locks his apartment door—he becomes the 'Eminence in Shadow,' monologuing to an empty room, assigning codenames to his 'Eight Shadows' (who are, in reality, perfectly ordinary people he has manipulated into thinking he is a legendary hero), and staging elaborate 'missions' that are, to any outside observer, just a weird guy in a cape doing parkour through a commercial district.
Reader's Guide
The City Center is a layered urban district. At ground level, it presents as a conventional city core: a main commercial boulevard lined with magic-tool shops, a public square with a modest fountain, administrative buildings housing the Magic Tool Association's regional office, and the school Cid attends tucked into a quieter side-street. The architecture blends practical stone-and-glass construction with the occasional floating rune-lamp or enchanted signage, normalizing magic as infrastructure.
Above street level, the rooftops, fire-escape ladders, and narrow alleyways form a secondary 'terrain' that Cid exclusively navigates. To him, these are the 'forbidden heights' and 'shadow passages' of a fantasy capital. To the reader, they are just the back-of-building access routes of a dense city.
Below street level, the City Center conceals the operational space of the Cult of Diablos and other clandestine groups. These underground networks are where the story's 'villain' plots originate, though Cid's interference (or lack thereof) frequently derails them in ways he credits to his own 'master plan.'
Cid's apartment, located in a residential block on the district's edge, serves as his command center. The room itself is small, cluttered, and utterly unremarkable. In his mind, it is the 'throne room of the Shadow Garden.' The gap between these two readings is the engine of the entire story.
Key characters tied to the City Center: Cid (resident, student, self-styled hero); the Eight Shadows (citizens he has recruited and misdirected); Magic Tool Association staff (bureaucrats and regulators); Cult of Diablos members (operating in the undercity); and the general populace, who remain blissfully unaware of any of it.
Did You Know?
- Cid's 'Shadow Garden' command center is, in the reader's grounded reality, just a small, messy room in an ordinary apartment in the City Center's residential district.
- The Magic Tool Association functions as a regulatory body for magic tools in the city, treating them much like a modern standards or trade-commission organization rather than a mystical guild.
