Lore & Background

In The Bourne Identity, Operation Blackbriar is introduced only in the final scene. After Jason Bourne resigns from Treadstone and Conklin is killed by Manheim under Abbott's orders, Abbott and Danny Zorn appear before an oversight committee. Abbott describes Treadstone as a "decommissioned" former program that only conducted theoretical game-scenario exercises. In The Bourne Ultimatum, Blackbriar is the program that succeeded Treadstone, directed by Deputy Director Noah Vosen from a deep-cover CIA bureau in New York City.
