The premise revolves around an extraterrestrial research expedition from a planet in a barred spiral galaxy on the Cepheus-Draco border, attempting to live as a normal human family in the fictional city of Rutherford, Ohio. The humor derives from the aliens' attempts to study human society and understand the human condition, while living as humans on Earth. Most episodes are named after the protagonist, Dick. In later episodes, the aliens become more accustomed to Earth and are often more interested in their human lives than in their mission. The show also takes humor from mirroring human anthropological expeditions and their assumptions of superiority to the 'natives,' as well as the aliens' inability to distinguish themselves from the natives. Dr. Mary Albright (Jane Curtin) is a professor of anthropology at fictional Pendelton State University, and many issues the aliens struggle with appear in her conversation and work. The four alien researchers end up looking approximately like joyriders as they get drawn increasingly further into human life. Dick Solomon (John Lithgow), the High Commander and leader, is a physics professor at Pendelton. Information officer Tommy (Joseph Gordon-Levitt) has the body of a teenager and is forced to enroll in high school. Security officer Sally (Kristen Johnston) and Harry (French Stewart), 'the one with the transmitter in his head,' spend their lives as 20-somethings hanging out at home. The family often communicates through Harry with their off-world boss, the Big Giant Head, played by William Shatner.

The series premiered three years after the film Coneheads, also written by the Turners, featuring a similar premise of extraterrestrials arriving on Earth and assimilating into American society. The show's opening theme music for the first four seasons was composed by Ben Vaughn as a 1950s style instrumental rock piece. In season five, the theme was replaced by a big band version performed by Big Bad Voodoo Daddy, then returned for the final season. The opening title sequence, produced by SVC Television, opens with computerized shots of planets and celestial bodies. In syndication, the series was distributed by Carsey-Werner Distribution and entered broadcast syndication in September 1999. It aired on various networks including ABC Family, TV Land, ReelzChannel, Laff, IFC, and Cozi TV. Internationally, it aired in Italy as 'Una famiglia del terzo tipo' on Italia 1 in 1999, and in the United Kingdom on BBC Two from 1996 to 2002. The complete series was made available on Netflix in March 2011, later removed, then returned in March 2015 and removed again two years later. Anchor Bay Entertainment released all six seasons on DVD in 2005–2006, with seasons 1 & 2 containing edited syndicated versions.
