Balcers began his professional career in Norway, playing for Lørenskog as a junior before joining the Stavanger Oilers in the 2013–14 season. He was the youngest player on the Oilers in 2014–15, recording 21 points in 38 regular-season games as the club won the league championship. After three seasons with Stavanger, he moved to North America in 2016, joining the Kamloops Blazers of the Western Hockey League (WHL) for the 2016–17 season, where he led the team with 40 goals. He signed a three-year, entry-level contract with the San Jose Sharks on 13 July 2017 and spent the 2017–18 season with their AHL affiliate, the San Jose Barracuda, leading the team with 23 goals and 25 assists for 48 points in 67 games, and was selected to the 2018 AHL All-Star Classic.

In September 2018, Balcers was traded to the Ottawa Senators as part of a package for Erik Karlsson. He made his NHL debut on 5 January 2019 against the Minnesota Wild and scored his first goal the next game against the Carolina Hurricanes. After missing most of the 2019–20 season with an MCL injury, he signed a one-year, two-way contract with the Senators in October 2020 and was loaned back to Stavanger, where he compiled seven goals and eight assists in 10 games. He was claimed off waivers by the Sharks on 12 January 2021 and later signed a two-year, $3.1 million contract. Following the 2021–22 season, he was placed on unconditional waivers and bought out, then signed a one-year, $750,000 contract with the Florida Panthers. After 14 games with the Panthers, he was claimed off waivers by the Tampa Bay Lightning on 12 November 2022. He left the NHL after five seasons and signed a one-year contract with the ZSC Lions of the National League (NL) on 4 July 2023.
