Biography
Ōtsuka came from Shimane Prefecture. When he was ten, a trip to Tsuwano introduced him to a steam locomotive, sparking a habit of sketching trains. In 1945, his household relocated to Yamaguchi Prefecture, close to a military base. There, he drew military vehicles and experimented with different artistic styles, also assembling scrapbooks of comic strips to learn technique. He worked for Yamaguchi’s Bureau of Statistics before aiming to become a political cartoonist in Tokyo. Needing permission to move, he passed a Health and Welfare Ministry exam and ended up in the drug enforcement division, maintaining agents’ firearms. He later fell ill with tuberculosis.
Career
In 1956, Ōtsuka responded to a Toei animator job ad in the Yomiuri Shimbun. After passing the exam, he learned from Yasuji Mori and Akira Daikubara while working on The Tale of the White Serpent. Looking for more animation theory, he came across a Preston Blair textbook on US animation. While animating Magic Boy in 1959, his realistic skeleton came off as accidentally funny, which made comedic villains his focus. He decided that pure realism doesn't work in animation, favoring "constructed realism" instead. Hayao Miyazaki compared his style to Kenichi Enomoto's. After finishing The Wonderful World of Puss 'n Boots, he moved from Toei to A Production. He has authored several books on the anime industry. A Ginza exhibition of his work and personal items ran in July 2002. From 2003 until his death, he served as an advisor to Telecom Animation Film.
