It is the first entry in the Shining Force Gaiden series, set two decades after the events of the original Shining Force. The story follows Nick, a native of Guardiana who becomes the new leader of its Shining Force. The party must travel to the Kingdom of Cypress to rescue captured soldiers and find a cure for Queen Anri, who has been put into a magical sleep by the Cypress ambassador, Woldol. Several characters from the original game return as major figures, including Anri, Ken, Lug (also known as Luke), and Lowe, though Lug is a non-playable character. Domingo appears as a hidden character. The initial party also includes the children of former heroes: the sons of Mae, Lug, Ken, and Hans, the sister of Tao, and the nephew of Gong.
