The series was announced on July 15, 2019, with Nick Santora set to write, showrun, and produce through Paramount Television and Skydance Media. On January 14, 2020, the series was greenlit, with executive producers including Don Granger, Scott Sullivan, David Ellison, Dana Goldberg, Marcy Ross, and Christopher McQuarrie alongside Lee Child. The first season adapts Child's novel Killing Floor. In July 2021, M. J. Bassett joined as a director. Writers decided to make Reacher verbalize his thoughts more often while keeping his dialogue short and direct, and introduced the character Neagley earlier than in the books.

Alan Ritchson was cast as the title role on September 4, 2020. Malcolm Goodwin, Willa Fitzgerald, and Chris Webster were cast as series regulars on March 22, 2021. Bruce McGill, Maria Sten, and Hugh Thompson joined the main cast on May 19, 2021. Additional cast members announced on June 11, 2021, included Kristin Kreuk, Marc Bendavid, Willie C. Carpenter, Currie Graham, Harvey Guillén, and Maxwell Jenkins in undisclosed capacities. A temporary townscape was built in North Pickering, Ontario, and the entire fictional city of Margrave was built from the ground up in a leased farm field in Ontario. Principal photography took place between April 15 and July 30, 2021, in Toronto, with additional filming in Port Perry and Pickering. During filming, Ritchson broke a bone in his shoulder requiring surgery and tore an abdominal muscle during a fight scene.
