Quick Facts

Role: Enforcer

Lore & Background

Sho Hinakawa serves as an Enforcer, a latent criminal working under the supervision of the Public Safety Bureau. He first appears in the original Psycho-Pass anime series (Season 1, Episode 1). In Psycho-Pass Providence, his primary contribution is as an analyst. When Inspector Akane Tsunemori's team investigates the attack on a Ministry of Foreign Affairs vessel, it is Inspector Akane Tsunemori who deduces that Professor Milicia Stronskaya sent a last-minute message to her mentor, Joji Saiga—not Hinakawa. This discovery sets the plot in motion, leading the team to a PO box in Dejima and into direct conflict with the paramilitary group known as the Peacebreakers. Hinakawa's analytical skills are essential for navigating the complex web of clues left behind by the Professor and the rogue SAD agents.

Reader's Guide

Sho Hinakawa is an Enforcer and analyst for the Public Safety Bureau. In Psycho-Pass Providence, his key action is identifying that the murdered Professor Milicia Stronskaya sent a final message to Joji Saiga. This piece of intelligence is the catalyst for the joint task force formed between the PSB and the Ministry of Foreign Affairs' Suppressing Action Department (SAD). Hinakawa does not participate in field combat; his role is strictly analytical, providing the team with the necessary data to pursue the Peacebreakers. He works under Inspector Akane Tsunemori, alongside other Enforcers like Shinya Kogami and Nobuchika Ginoza. His discovery directly leads the team to a PO box in Dejima, which turns out to be a decoy designed to lure the Peacebreakers into the open. Hinakawa's function is to process information and uncover the hidden connections that drive the investigation forward.
