Kyoei Toshi, known in English as City Shrouded in Shadow, is a 2017 survival video game developed by Granzella and published by Bandai Namco Entertainment for the PlayStation 4. The objective is to escape a city ravaged by battles between monsters, robots, and heroes from Japanese kaiju, mecha, and tokusatsu franchises. It is a spiritual successor to Granzella's Disaster Report series, with cameo appearances by characters from that series.

Plot

In the fictional Ichi City, Japan, giant monsters called kyoei attack. Players choose between Ken Misaki or Miharu Matsuhara, aiming to flee the city with their partner Yuki. After spotting a yakuza deal, a hitman chases them. As they escape, the player uncovers Yuki’s past and her link to the kyoei.

Giant Shadows

The objective is to survive the giant monsters or mechas encountered across 17 levels. Some giants are benevolent, threatening only through collateral damage; some are malevolent and actively destructive; others are neutral and indifferent. The shadows include Alien Zarab/Imitation Ultraman, Ultraman, Kyrieloid, Ultraman Tiga, Dada A/B/C, Ultraman Belial, Ultraman Taro, Ultraman Zero, Ultraseven, and Pandon from Ultraman; Legion Soldiers, Legion Plant, Gamera, and Gyaos from Gamera (Heisei Trilogy); Mothra (Heisei), Battra, Godzilla (Heisei), King Ghidorah (Heisei), and Mechagodzilla (MFS-3 Kiryu) from Godzilla; Type-5G/1C Grau Bear, CRL-98 Pyro-Buster, AV-98 Ingram 1, AV-98 Ingram 2, Type J-9 Griffon, and Type M-5 Abraham from Patlabor (TV series); and Sachiel the 4th Angel, Evangelion Unit-01, Shamshel the 5th Angel, Sahaquiel the 8th Angel, Evangelion Unit-02, and Evangelion Unit-00 from Rebuild of Evangelion.

Development

The game was announced via a teaser website that opened on September 4, 2015, with a seven-day countdown starting September 10, 2015. It was officially revealed on September 17, 2015. A livestream preview aired on December 14, 2015, via 876TV. On May 30, 2017, producer Kensuke Tsukanaka stated that a Vita version was cancelled to improve quality on the PlayStation 4. The game was directed by Kazuma Kujo, with Takashi Watabe as producer for Bandai Namco.
