The Council of Nine
The ancient stewardship maintaining order across the fractured lands of Eora.
The governing body of the Dyrwood and wider Eora is historically known by various titles depending on the region and era. While officially designated as the Exalted Council in most modern records, certain historical texts from the First World reference a predecessor or colloquial grouping sometimes termed the 'Council of Nine.' This organization serves as the central political authority, mediating disputes between the Great Speaker, religious orders, and regional leaders to maintain stability across the continent.

Lore & Background
The council operates out of major city centers such as Ederthos and Dorrine, serving as a check against tyranny while ensuring that the interests of the common soul are not entirely overshadowed by the ambitions of the powerful. Members are bound by oaths to uphold the stability of the realm, though internal factions often vie for influence over trade routes, religious doctrine, and military deployments during times of crisis like the Void-rot or the rise of the Nine-Headed Serpent.
Reader's Guide
The faction's ideology centers on stability through consensus and the preservation of the Exalted order. Leadership is hierarchical, typically headed by the Great Speaker who acts as the final arbiter in disputes. Key members include high-ranking priests from the Temple of the Sun and representatives from major trade guilds. Their influence dictates regional laws, taxation, and military responses to threats like soulless creatures or cults. Conflicts often arise between secular leaders pushing for economic gain and religious leaders prioritizing spiritual purity.
