Development and release
Paradox Interactive, which bought the rights to the game from Introversion Software in 2019, first showed it off in January 2024. Double Eleven, the studio that had handled the first game after the purchase, was originally in charge of development. That changed on 13 May 2024, when Paradox and Double Eleven couldn't agree on a commercial deal. Kokku, which had been helping Double Eleven since mid-2023, took over. The launch was first set for 26 March 2024, then pushed to 7 May 2024 for bug fixes and optimization, and later to 3 September 2024 because of new technical problems. On 2 August 2024, it was delayed without a new date to improve performance and quality. On 14 January 2026, Paradox opened sign-ups for a closed beta starting 19 January 2026, with limited spots and a required non-disclosure agreement. Another closed beta followed in April 2026.
