In 1990, Vic Tokai, a publisher that closed in 1997, released The Mafat Conspiracy for the NES. This follow-up to Golgo 13: Top Secret Episode puts players in the role of hitman Golgo 13, hired to halt the terrorist group Mafat from sparking a conflict between the US and the Soviet Union.

Plot
An American weapons satellite has fallen out of orbit and crashed in the Alps. Threatening letters sent to the leaders of the United States and Soviet Union come from the Mafat Revolutionary Group, which plans to extort both nations by threatening to bring down all their satellites. The group demands the Soviets hand over their research on electromagnetic waves and the Americans surrender the USS Los Angeles, a submarine equipped with nuclear warheads. Professional hitman Golgo 13 is hired by CIA operative James to eliminate Mafat's leader, destroy the Satellite Capture System, and free Dr. Barrows, the system's inventor. Golgo goes to Paris to rescue Barrows. With help from female CIA operative Sylvia, he finds the Mafat hideout but encounters a terrorist calling himself Arm of Mafat, who says Barrows has been moved. Golgo subdues Arm of Mafat and escapes before the hideout self-destructs. KGB Chief Gerbich confronts Golgo but learns nothing. James tells Golgo that Barrows may be in Venice. Golgo and Sylvia drive there but are ambushed by Gerbich in a helicopter; Golgo snipes Gerbich, killing him. In Venice, James reports that a Soviet satellite has crashed in Moscow. Sylvia shares intel on Afghan terrorist Ahmad Kahn, who knows Mafat's base location. Golgo boards the Orient Express, defeats Kahn, and learns the base is in Afghanistan, but Kahn is killed before revealing more.
Gameplay
The action takes place on five types of screens: a timed horizontally scrolling screen, a timed stationary screen, a timed 3-D Honda NSX action screen, a 3-D maze screen, and a sniper screen. In horizontally scrolling stages, Golgo faces enemies with pistols, machine guns, scythes, boomerangs, grenades, and knives, as well as scorpions and dogs. He uses a gun, can pick up ammo, and can kick enemies. Stationary screens allow punching and kicking opponents such as Arm of Mafat, a Bodyguard protecting Ahmad Kahn, and Canine at the Mafat base. Golgo also runs and jumps frequently. In the car, he can change gears and throw hand grenades at KGB vehicles. In mazes, he fires at pistol-, grenade-, and machine gun-wielding enemies while exploring hallways and rooms, and can find an infrared scope for night vision. The sniper screen shows a close-up of Golgo aiming a sniper rifle with the target site in the background; wind speed and direction must be considered when firing. CIA operatives James and Sylvia provide information on enemies, the location of Dr. Barrows, and necessary weapons.
