It is unclear how much cyclone information received by Indian weather authorities was passed on to East Pakistan, partly because tensions between India and Pakistan may have prevented data sharing. Many people were reportedly caught off guard by the storm. There were signs that East Pakistan’s storm warning system was not used properly.
