The Reploid Council is the governing and legislative body of Reploid society as depicted across the Mega Man X series. Where humans once built and directed Reploid labor, the post-creation era saw Reploids organize their own civic institutions, and the Council stands as the highest administrative authority: setting law, allocating resources, and authorizing the deployment of the Maverick Hunters when rogue Reploids threaten the stability of that society.

It is less a single character and more a structural pillar of the X world—the reason there is a legal framework defining what makes a Reploid a 'Maverick,' the body that commissions Hunter units, and the political force whose decisions ripple through every mission Mega Man X undertakes.
