Harper was born in Dayton, Ohio, the youngest of six children. He attended Belmont High School but was cut from the freshman team and did not play as a sophomore. He transferred to Kiser High School, where as a senior he averaged 20.5 points, 13.4 rebounds, five assists, five steals, and six blocked shots, earning first-team All-Ohio honors. He graduated from Kiser in 1982. The Kiser High School facility is now an elementary school; in 2006, the school's gymnasium was named for him. Harper starred at Miami University in Oxford, Ohio, for four seasons (1982–83 through 1985–86). He is Miami's all-time leading scorer (2,377 points) and rebounder (1,119 rebounds), and was the first men's player in MAC history to score 2,000 points and grab 1,000 rebounds. His number 34 was retired at his final home game in 1986.

Harper's path to a standard NBA contract was neither linear nor guaranteed. After going undrafted in 2022, he signed a two-way deal with the Toronto Raptors but underwent season-ending shoulder surgery in December 2023. He returned to play for the Maine Celtics in late 2024 before signing a two-way contract with the Detroit Pistons on January 6, 2025.
