In development, June 2019 reports confirmed the episode's title, director Kwan, and writers Dufault and Yu. For writing, showrunner Noah Hawley explained that the episode's theme of messing with time led him to include a brief clip from *The Shield* to give the audience a visceral experience of time travel.
