Background

The organization became a beacon for scientists like Ishiro Serizawa, who believed that understanding these creatures was key to coexistence rather than destruction. However, their secrecy often led to internal conflicts and ethical dilemmas regarding the treatment of the Titans.

Monarch's name stands for 'Monster Attack Network' in some early drafts, but officially represents a sovereign authority over Titan matters.
The organization maintains a massive archive of Titan biology and behavior known as the 'Titan Database'.
Many Monarch bases are located in geologically active zones to better monitor Titan emergence points.
James Conrad's team was a civilian expedition hired by Bill Randa under false pretenses, not a Monarch unit, and the mission was not authorized by Monarch.
