Founded in 1956 as Stroitel (Builder) Cherepovets, the club was renamed Metallurg (Metallurgist) Cherepovets in 1959. During the Soviet era, Metallurg competed in low and mid-level divisions of the ice hockey championship. The club's fortunes changed in the 1990s with financial support from its parent company Severstal (Northsteel), allowing it to join the major professional ranks in the first season of the newly established International Hockey League. The club adopted its current name, Severstal, after the owner in 1994.

Severstal's greatest achievement came in the 2002-2003 Russian Superleague season, when it advanced to the final against Lokomotiv Yaroslavl.
