Shadows of Doubt is set in an alternate history diverging from the real world in 1610, where Henry IV of France is not assassinated, leading to an early industrial revolution in France. This chain of events results in the Jacobite rising of 1745 prevailing in England, the formation of an Anglo-French Empire under Louis XVI, and the quelling of the American Revolution in 1776. The empire is torn apart by rebellions during the Mustard War (1891–1901) and reorganized into the democratic United Atlantic States in 1902, which enshrines corporate personhood into law. By 1965, Starch Kola, the world's oldest megacorporation, is elected President and replaces local police forces with privatized Starch Kola Enforcers. The game takes place in 1979, where most people live in smog-shrouded cities due to hyper-industrialization, radioactive fallout, and rising sea levels. The player, a former police officer, works as a private investigator solving murder cases to increase their social credit score and eventually retire to The Fields, an exclusive district in one of the last unsullied regions.
