Overview
Pamela Milton commands the Commonwealth, a survivor settlement in the zombie apocalypse. The daughter of a former U.S. president, she combines sharp intelligence and charm with a brutal willingness to destroy any threat to her rule. Her deputy, Lance Hornsby, acts as her envoy and enforcer, recruiting new communities and handling her grim tasks. She has a son, Sebastian, an entitled adult who loathes her.
Television series
In the episode "New Haunts", at a masquerade ball held by Governor Pamela Milton, a disgruntled former soldier, Tyler Davis, takes Pamela's secretary, Maxxine "Max" Mercer, hostage while denouncing her government. Daryl Dixon gets him to surrender but allows Sebastian to take credit for his capture. In "The Lucky Ones", Pamela tours the Coalition's settlements and is unimpressed to hear Alexandria has fallen more than once. After meeting with Oceanside, she goes to Hilltop, where she tries to persuade Maggie Greene to join the Commonwealth.
Maggie refuses, frustrating several Hilltop residents who decide to join anyway. Hornsby is also frustrated but insists to Aaron he will persevere. In "Acts of God", Max investigates Pamela and assembles members of Alexandria to publish an article about Pamela's lies. In "Lockdown", Carol Peletier and Negan locate Sebastian and deliver him to Pamela.
Desperate, Pamela strikes an uneasy deal with Carol. In "A New Deal", Sebastian is killed by a zombie during a riot instigated by Hornsby. In "Variant", Pamela publicly blames Max's boyfriend Eugene Porter for Sebastian's death. She promises to pardon Max if Mercer cooperates.
When Sebastian reanimates, a grieving Pamela has Rowan executed and orders Hornsby to feed his corpse to Sebastian. In "What's Been Lost", Pamela blackmails Yumiko Ukumora into being the prosecutor in Eugene's show trial, threatening to kill her brother Tomichi. Yumiko later announces she will act as Eugene's defense attorney instead.
Development and reception
Laila Robins was cast as Pamela Milton, the governor of the Commonwealth. In the series finale "Rest in Peace", Kirsten Acuna for Insider commented that watching Pamela hide inside her estate as her people faced a similar fate likely sent Gabriel Stokes back to his lowest moment. Acuna also described how Pamela nearly died in a manner similar to Carol's death in issues No. 41 and 42 of the comics: as Pamela realizes she has lost everything, she spots her former right-hand man Lance Hornsby turned into a zombie and inches toward him, considering letting him bite her neck. Acuna noted that a recording of the song "Cult of Personality" by Living Colour plays as Pamela's rule ends, remarking on the cult status of a leader followed without question.
