Cairo Governorate is one of the 27 governorates of Egypt and one of four city governorates in the country.[1][2] It consists of the city of Cairo, which is both the national capital and the governorate capital, along with six satellite cities.[1] By January 2023, the total estimated population across Cairo's municipal divisions reached 10,203,693.[3]

Key facts and history

The governor of Cairo is also the head of the city, but the governorate and the city are two semi-distinct levels of local government.[2] The governor is appointed by the president, as with other governorates.[2] The governorate departments control police and select public services such as education, health, and subsidised food in those satellite cities.[4] Previous governors include Atef Abdelhamid (2016–2018), Galal Mostafa Saeed (2013–2016), and Osama Kamal (January–August 2013).[5]

The New Capital became the official seat of national government in April 2024.[1] Six satellite cities fall under the authority of the Minister of Housing, Utilities and Urban Communities, who also leads the New Urban Communities Authority; that body directly manages their planning, land sales, and zoning.[4] Ibrahim Saber has served as the governor of Cairo Governorate since at least 4 April 2025.[6]
