Setting

The expansion is set on the island of Solstheim, off the north coast of Morrowind. Once a territory of Skyrim, the High King gave the island to Morrowind as a refuge for Dunmer fleeing after the Red Mountain volcano eruption. Half of Solstheim resembles northern Skyrim with icy glaciers and snow; the other half is barren and covered in ash. The island's settlements reflect both cultures: Nordic architecture in one half, and Dunmeri style in the other, including a giant mushroom house. The main settlement, Raven Rock, is governed by House Redoran and protected by the Redoran Guard.

Plot

The main quest begins when cultists worshipping Miraak, the First Dragonborn, attack the player. After defeating them, the player finds orders revealing their origin on Solstheim. The player charters the ship Northern Maiden from Windhelm to Raven Rock. Upon arrival, the player learns that most of Solstheim's population is unconsciously enslaved by Miraak, forced to work on All-Maker Stones. A Telvanni wizard, Neloth, directs the player to the Temple of Miraak. There, the player meets Frea, a Nord immune to Miraak's control, who accompanies them inside. The player finds a Black Book and is transported to Apocrypha, a realm of Oblivion, where they witness Miraak planning to invade Tamriel. Miraak incapacitates the player and has Seekers return them to Solstheim. The player then visits Skaal Village and, advised by shaman Storn, uses a dragon shout to purify an All-Maker Stone, freeing the Skaal and others from Miraak's control. Lurkers sent by Miraak attack the Stones. Storn sends the player to Neloth, who reveals the Black Books are relics of Hermaeus Mora, the Daedric Prince of Fate, Knowledge, and Memory, and the source of Miraak's power.
