Back in the States, Carter discovers that he and his squad are being systematically hunted and killed because one member of the team inadvertently took a flash drive holding the names of American-based terrorist sleeper cells along with the codes needed to trigger their attacks. With no other avenue available, Carter turns to the Counter Terrorist Unit for protection while simultaneously working to prevent a cascade of devastating strikes on U.S. soil. The twelve-episode structure mirrors the approach of Live Another Day, incorporating a twelve-hour time jump within the final episode to cover the full day.

Ensemble Cast & Political Undercurrents

Beyond Carter, the series builds a layered ensemble that weaves personal drama into the thriller framework. Miranda Otto portrays Rebecca Ingram, the former National Director of the now-revived Counter Terrorist Unit, who is also the wife of Senator John Donovan (Jimmy Smits), a presidential candidate. Her father-in-law, powerful oil man Henry Donovan (Gerald McRaney), is a driving force pushing his son toward the White House. At CTU, the new National Director Keith Mullins (Teddy Sears) is an ambitious figure who previously served under Ingram, creating institutional tension.
