The Organisasi Amatir Radio Indonesia (ORARI), or Indonesian Amateur Radio Organization, is a national nonprofit that serves amateur radio operators across the country. It acts as the voice of Indonesian hams when dealing with domestic and international regulators, and is the Indonesian member society within the International Amateur Radio Union. According to a 2000 census by the IARU, Indonesia ranks thirteenth worldwide in number of amateur radio operators. One key benefit for ORARI members is access to a QSL bureau, which helps those who regularly communicate with foreign operators exchange confirmation cards.
ORARI structures amateur radio privileges into four classes. Beginners start at the Pemula (Novice) level, using the prefix YH. The general class, Siaga (Alert), uses YD or YG. The advanced level, Penggalang (Supporter), has prefixes YC or YF. The highest class, Penegak (Extra Class), uses YB or YE. Because Indonesia is a large archipelago, it is divided into call areas: Jakarta is call area 0, with five local districts (Central, North, West, South, and East Jakarta). West Java and Banten form call area 1; Central Java and Yogyakarta are call area 2; East Java and Madura are call area 3; South Sumatra, Lampung, Jambi, Bengkulu, and Bangka Belitung make up call area 4; Riau, Batam, and West Sumatra are call area 5; North Sumatra and Aceh are call area 6; Kalimantan (Borneo) is call area 7; Sulawesi (Celebes), Maluku (Moluccas), and Ternate are call area 8; and Bali, West Nusa Tenggara, East Nusa Tenggara, and Papua are call area 9.
