Development and production

Before it became Outlaw, the show was called Rough Justice and later Garza. NBC gave the go-ahead for a pilot in late January 2010, with John Eisendrath writing it. Terry George signed on to direct in mid-February. Jesse Bradford was the first actor cast in early March, with Jimmy Smits soon after as the lead. Carly Pope and David Ramsey joined a few days later. The pilot was filmed in late March and April, using exterior locations in Philadelphia, Bensalem, Atlantic City, and the Arlington, Virginia area. NBC picked it up for the 2010–11 season in mid-May. Production was paused on October 6 because of low ratings, and the hiatus became permanent after the October 8 broadcast. Only eight of the planned thirteen episodes were made.

Reception

Outlaw has an average score of 36/100 on Metacritic based on 23 reviews. Barry Garron of The Hollywood Reporter called the premise preposterous and likened it to a fairy tale, while John Doyle of The Globe and Mail said the show is for fans of melodramatic legal shows only. In its first airing against CBS's Blue Bloods on September 24, 2010, Outlaw was watched by roughly 4.893 million viewers, compared to Blue Bloods' 13.013 million.
